Which heat pump rebates can a Tucson homeowner still get in 2026?

If TEP is your electric utility, one rebate is reliably open: TEP’s Efficient Home Program. Trico Electric Cooperative members in northwest Tucson, Marana, Green Valley and Sahuarita should check with Trico. The federal credits are gone, Arizona has no HVAC tax credit, and the state’s HEAR program is live but narrower than it was. That is the whole stack, so the math is short.

What does TEP’s Efficient Home Program pay?

TEP lists it as an instant rebate taken off the price through a participating Efficient Home contractor. As listed by TEP in October 2026:

The contractor must be a participating Efficient Home contractor, and the program applies when you retire an older working unit or a non-working AC. Amounts change, so confirm them with TEP or the contractor at quote time. TEP’s program line is 866-473-8761.

Is the federal 25C credit still available?

No. The IRS says 25C covered qualifying property placed in service before December 31, 2025, so a heat pump installed in 2026 does not qualify. The 25D credit, which included geothermal heat pumps, also ended for property placed in service after December 31, 2025. Tax questions belong with a tax professional. What about Arizona HEAR and state credits?

Arizona’s HEAR rebates, run through Efficiency Arizona, are live but narrowed. They serve low- to moderate-income households. Under DOE guidance effective September 1, 2026, they no longer pay to replace gas appliances with electric ones. Heat pump rebates apply to replacing existing electric equipment or heat pumps. Arizona has no HVAC or heat pump tax credit. The state credit in A.R.S. 43-1083 covers solar energy devices only. Southwest Gas’s 2026 residential rebate application lists no furnace, thermostat or HVAC rebate.

How do you work out your out-of-pocket cost?

  1. Get a written quote that lists the equipment, the permit and the load calculation.
  2. Ask whether the contractor is an Efficient Home contractor and whether your job qualifies.
  3. Subtract only the TEP amount the contractor confirms in writing.
  4. Treat HEAR as a separate question that depends on your household and your current equipment.
