What decides whether the panel can handle it?

Total electrical load decides it. A heat pump adds a large 240-volt circuit, and the panel has to carry that on top of everything else running in the house: the range, the dryer, the water heater, a pool pump, any EV charger. A pro adds up what’s connected and what could run at once.

What changes the answer?

  • What you have now. If you already have a central AC, the heat pump often replaces that load rather than adding to it.
  • Backup heat strips. The electric strips inside the air handler can draw much more than the compressor. Ask what size strips are proposed and whether you need them. In the Tucson basin, winters are mild: the winter design temperature is 35F and the airport sees fewer than 12 freezing nights a year.
  • Gas heat now. If your home heats with a Southwest Gas furnace and you’re switching to a heat pump, the electrical load is new.
  • Other big loads. Adding an EV charger or electric water heater later may change the picture.

What if the calculation says the panel is full?

Ask for options. Sometimes a load-management approach, a smaller strip or moving another load solves it. Sometimes a panel upgrade is the answer. In Arizona, an R-39 residential HVAC license may add a circuit to an existing panel but may not install a new service panel or sub-panel. So a panel upgrade is a question for the pro: ask who does the electrical work and who pulls that permit. You can check any license at roc.az.gov.

Do you need a permit?

For the heat pump itself, yes. The City of Tucson requires a permit for new or replacement heat pumps, and load and sizing calculations come with it. The contractor pulls the permit. Pima County rules outside the city can differ, so ask the pro which office covers your address.
